Terence, I don't understand what you mean with "what users have already out in bin". What would a user put there that would conflict with rake or rails? Anyway, if they are creating their own bins called the same as bins from gems they're doing it wrong and should stop. Second, if you are unable to use the same Ruby manager in production and development, I feel bad for you. We rely on .rbenv-version to ensure that the same Ruby point release is used in both places. Anyway, if this doesn't work for mass hosting, feel free to delete the checked in bins when the app is pushed or otherwise make arrangements for what you need to constrain the environment.
