Here are my answers to your question, in order: Pleasant is very subjective. PHP is closer as syntax, but more far away as OO concepts go. There is no best in either case. MVC or MVP frameworks are numerous. Rails is just one of them. For PHP I could recommend CakePHP or Laravel. Maybe others have better ideas. Mostly yes. However Ruby may require a little bit more processing power. PHP - NetBeans, Eclipse for the free possibilities. Zend Studio and PHPStorm for the payed ones. Ruby - NetBeans has something experimental, but I would go with a payed solution and I recommend RubyMine. Even. Both have great support and documentation. I would go with Ruby for robustness.
